VESPA RALLY CHAMPIONSHIP: REGULARITY RACES

REGULATION

This VESPA Regularity CHAMPIONSHIP consists of different tourist events arranged by each associated Vespa Club (VC)with the supervision of the Vespa World Club (VWC).

Features of the event
Every test of this Championship is defined like a mandatory average-speed tourist manifestation. All racers have to follow a race course indicated on a map (Road Book - RB) that the promoter Vespa Club will give them. Normally the course is open to the traffic and participants must respect the traffic code.
Along the racecourse, chosen for its landscape and tourist features, you'll find passage time passage checkpoints (stamp checks with time check TSC) and average speed checkpoints (time checks).
It will be possible to find passage checks (stamp checks), at the discretion of the promoter club.
In areas close to the traffic there will be performances of regularity skill.
The skill to find the course, to respect the mandatory average speed and the regular duration will be awarded.
The best participants of each event compete in a final total ranking.
The registration to ONE of the competitions offers the "participant CARD". The card is nominative and gives you a variable discount on the price of Vespa spare parts and on the purchase of a Vespa with direct delivery at the Piaggio Museum of Pontedera.

Length of the racecourse
The minimum length is 150 km. Each organizer will be able to increase discretional kilometres after an equal evaluation of duration and organizational times respecting the traffic rules. The event could last more than a day.

The 1st competition day must count a stage with not less of 30 km of essentially extra-urban roads.
The VWC can approve events with different courses.


Hours
The hours of the event are free, except for the end of competition that is on Sunday afternoon at 4 pm. The rankings have to be showed within 1 hour from the end of the competition.
Any dispensations have to be pre-emptively demanded to the VWC that after an attentive evaluation of the reasons can allow or not the variation.

Features
Any events must count at least:
" N. 2 special stages (SS) at least
" N. 3 TSC at min 50 km from the finish at least
" N. 4 time checks (TC) at least

Each Club can increase these elements if necessary.


Competition Direction
Any competitions of the VRC must imperatively include a Director who can make any decisions according to the regulation, for reasons of security of participants, organizational staff, public, location and of the land engaged in the event. He cannot participate as competitor to the directed event.
The Director will be supported by an expert staff able to provide for organizational needs, arrangement, signals and security. The number of persons of the "organizational staff" is decided by the promoter Vespa Club. All the Staff must be identifiable and recognizable at once.


Special Stages
The Special Stage (SS) is a course prepared in a delimited and forbidden traffic area where every racer will have to run two times in the same way.


Preparing the SS circuit, it isn't possible to use bascules, beams and any other kind of obstacle different from skittles, hay-balls, cones, road signs ecc..Special Stage cannot look like a Gimkana stage.
It's not possible to prepare other skill tests in the SS that don't respect the course and the time control.
The start and the end of the course will be clearly defined in order to time the performance. The duration difference between the 1st and the 2nd performance will take a penalty in the ranking.
EXAMPLE of penalty count : Time 1st race: 15 ; Time 2nd race : 18 = 3 penalty points double ( The penalty points of the Special Stages count double).
EXAMPLE of penalty count : Time 1st race : 16 ; Time 2nd race : 15 = 1 penalty point double (The penalty points of the Special Stages count double)
This is not a speed stage.
Admittance must be allowed only to participants and promoters have to guarantee a security area for participants and staff.
Only the VWC can consent the access to this area or their use for other activities.
Traffic signs must respect the standard rules of "Automobile/Motorcycle Regularity".

Time Stamp Checks (TSC)
The Time Stamp Check is a mandatory passage point along the racecourse to test the real passage of the racers. Moreover the admission time to the TSC is mandatory.
Early passages are not allowed.
The late passage is allowed without penalties within the first 30 minutes compared to own admittance time. In the case of more delay, there will be a penalty of 15 minutes but the racer can continue the competition.

STAMP CHECKS
The Stamp check (SC) is a mandatory passage point along the racecourse to test the real passage of the racers.
Minimum stamp checks are 4: two of these have to be recorded in the Road Book at least.
Each Club can prepare secret SC.
The sequence of the stamps has to respect the order of the schedule.
Traffic signs must respect the standard rules of "Automobile/Motorcycle Regularity".


Time checks
The Time Check is (TC) is a mandatory passage point where participants' average speed is tested.
Any racers have to record in their own Road Book the passage hour to the minute. Every difference compared to the estimated time is equal to a penalty in the ranking table.
Traffic signs in the TC must respect the rules of "Automobile/Motorcycle Regularity".
Any Club can optional establish "non stop" runs (it's no possible to give over or touch the floor by foot) before the TC.
The Organization must position for any TC the official hour of the event.

TIMING
Any Vespa Clubs have to supply a team of official timekeepers members of the Local National Federation of Timekeepers (or similar). They have to assure the exact timing according to the regulation and make the rankings.
Anybody can access to their station, except for the staff.

Participants that don't comply with this restriction will be punished by the general Director of the competition. This restriction is valid for the public too.


ROAD BOOK (RB)
The promoter Vespa Club will prepare a Road Book of the racecourse.
The Road Book contains clear indications of :
" Half or complete racecourse in metres or kilometres from the start inclusive of any crossroads/structures etc of the racecourse (see example)
" Duration according to the medium calculated by the Organization.

Additional tests
Excluding the points above, the promoter Vespa Club can add skill tests/additional racecourses compliant specific rules.These supposed tests must receive a written approval of the VWC. In these cases, the rules of any races will attest.

Participants
All the racers of the Championship must be adult and member of a Vespa Club affiliated to the Vespa World Club.
The underages need a written and certified permission of their parents/guardians.
Possible participant's dispensations about the registration will be established by the VWC together with the promoter vespa Club (Wild Cards for people not members of a National Vespa Club). Wild Card can be granted once in the Championship and dispenses with the banner positioning.
Participant's drive license, temporary license or any other document demanded by the traffic rules of the hosting country must be valid and suitable for the vehicle's driving; the racer must prove to be healthy and declare he didn't take drugs and/or alcool too.
The use of sanctioned crash helmet is mandatory.
Participant must be member of the Motorcycling Association (UISP) and the license must be valid upon the registration with each stage.
In the case of participation to a single stage, the racer must possess a temporary licence to sign upon registration.
Any racers have to place front the banner of their Vespa Club.
The manifestation has a tourist/recreational value: any racers (parents/guardians for underages) accept to participate on their own responsibility, so upon the registration they sign a release too.

Briefing
The Organization must prepare a briefing before every start and/or for any other reasons in order to give participants important communications for the correct course of the event.
Any participants have to take part in it.
During the briefing it will be possible to explain any doubts related to the regulation. The opinion of the Director will be the only to be respected.


Vehicles
Each kind of Vespa and Cosa can participate to this Regularity Championship.
Their competition is ordered according to the following categories:

" 8-inch wheels
" 10-inch wheels
" Automatic
Vehicles must:
" Respect the traffic rules;
" Have s regular revision
" Have an optimal efficiency;
" Have an insurance (RC insurance)
" Have regular papers.

At inspection time, the promoter Vespa Club will check insurance and papers ( correspondence with the numberplate, logbook, car frame, revision).
The police forces will make any other inspections according to the common operational rules.
The Director, supported by the judges and technical staff, can decide the elimination of a vehicle for technical reasons except that he isn't responsible for "technical inspection of the vehicle and respect of Cds (or other rule in act in the hosting country).
After the inspections all vehicles will be parked in an apposite closed park until the start. It will be possible to exit from the closed park only for the start or through a Director's authorization, or the vehicle will be excluded from the competition.
Any vehicles must be parked within 30 minutes from the start.
The late arrival implies 20 points penalty.
Refuelling is allowed only at the common gas station, except for different indications of the Director.

Special arrangements
Vehicles can be equipped with all instruments compliant the rules and the competitiveness of the event.
These instruments must not modify/improve the original performances of the vehicles; they will only help the racer if necessary.
Any kind of chronometers is allowed but without sound and/or connected by radio.
Chronometer interlock has to be manual not by cable.
Any kind of GPS systems is forbidden.
Each Vespa can have the use of an additional tank of fuel, oil and of spare parts if necessary.

Rankings
The Regularity Championship includes the following rankings
" 8-inch wheels
" 10-inch wheels
" Automatic
" Female
" Absolute

Each group/category has a score. General ranking will attest for the absolute win.
There will be winners for each category of the Championship.


PRICE-GIVING

" The first ten - absolute-
" The first 3 - female-
" The first - each category-

Each Vespa Club can specify personal rankings (x example female, team etc.) that will not influence the general ranking.


National teams
It's possible to create national teams. National Vespa Club must comunicate to the VWC and to the promoter Vespa Club the kind and composition of its team (for ex: the team includes the following participants..).
At the end of the Campionship, VWC could decide to reward them.

Penalties

The check of time is made respecting the tenth of the second. Each Vespa Club can place more than a check.
Promoters select the "Unit of time (TU)" and in this case it will be the second.
The ratio between penalty time and the unit of time gives the number of penalty points. For ex. TU = tenth of a second, 30 seconds become 300 points of penalty.

Penalties list
" 1 penalty point per each ahead or delay TU to the TC
" 2 penalty points per each difference TU between the duration of the 1st round and the duration of the 2nd round on every single SS
" 10 UT: feet on the ground during the SS
" 30 UT: vehicle stop in SS (it's possible to start again with no more penalties)
" 10 UT: feet on the ground in any non-stop runs
" 40 UT: each Vehicle stop and next feet on the ground in any non-stop runs (it's possible to start again with no more penalties)
" 50 UT: failed circuit of SS
" 10 UT: skip - cones/obstacles fall during SS ( no penalties for touch with no fall/shift of cones/obstacles.
" Disqualification: TSC/SC/TC failed
" 100 UT: late arrival to the closed park by the established hour
" Disqualification: dangerous behaviour during the event
" 100 UT: penny off
" 100 UT: Club banner off
" Disqualification: lost or failed return of the schedule
" 2000 UT: Vespa replacement
" If the 1st day is not accomplished, it's possible to start the next day with 4000 UT of penalties.
In the case of equal scores in the final ranking, the vehicle/s with an older registration will be the winner/s of the event.
On further equal score the Organization will draw a TC and its total penalties will attest.

Coefficients
For logistic reasons related to the distance and accessibility, some courses could have a score coefficient higher than 1. In this case, these competitions will be clearly indicated in the calendar of the official website of the Vespa Rally Championship.

Awards
There will be prizes for the 1st ten absolute competitors and for the 1st competitor of each category indicated in this regulation.
Each year the winner will receive the Trophy "Vespa rally Assoluto" of the Championship that he will keep for a year; he will receive a personalized reproduction of the Trophy too.
In addition, the 1st 3 of each category will be awarded.


Warrantor/Representative
VWC nominates a representative for each stage of the Vespa Rally Championship. He must supervise on the feel of the event always based on concepts like politeness, elegance, sportmanship and fair play or anyway settled by this regulation.
The task requires decisions that are absolutely subjective and for this reason VWC chooses the representatives on its own.

If necessary, representative can make final decisions about this regulation. He/she is the point is the focus for any kind of problem/event that can pass in the stages and don't concern the Director of the stage.

General Ranking
The General ranking of the Championship is written by the VWC and it's published on the official site of this Vespa Rally Championship.

Complaints
Any kind of complaints have to be adressed to the Director on payment of 100 Euro within hanf an hour by the publication of the rankings. If the complaint is approved, the money will be given back.
After 30 minutes the ranking becomes definitive.
